THE ORGANI ZATIONAL SETTING


The Eastern and Southern African (ESAF) Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate organizations, regional civil aviation bodies and sub-regional bodies and UN Agencies and programmes operating in the Region. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions.


The Regional Office also provides technical guidance and assists States with implementation of Standards and Recommended Practices (SARPs). The Regional Director serves as the Representative of the Secretary General to States to which the Regional Office is accredited; plans and directs the work of the Regional Office; provides technical advice and assistance to States on the development and implementation of Regional planning framework for all the Strategic objectives of the Organization; and coordinates the delivery of ICAO programme activities within the Regional Office in collaboration with States, and regional and sub-regional groups. The Regional Director is responsible for the promotion and follow-up of technical cooperation and technical assistance activities and is the focal point for the provision of the regional perspective into corporate planning in the overall context of ICAO cross-functional programme initiatives.


The Regional Director leads the programme team, inspiring it to translate the regional and country goals into locally adapted solutions and results in line with the overall global strategies and objectives of the Organization.


MAJOR DUTIES AND RESPONSIBILI TIES


Functi on 1 (i ncl . Expected resul ts)


Serves as Representative of the Secretary General within the Region, achieving results such as:



  • Champion and advance ICAO views and interests and ensure the successful implementation of the Organization’s mandate and objectives within the Region.

  • Manage an overall business plan which should form part of the ICAO Knowledge Shared Network (IKSN). The plan should build upon the ICAO Business Plan and clearly identify the primary objectives to be achieved.

  • Provide advice and assistance to Member States with high priority to those States with Significant Safety Concerns (SSCs) or Significant Security Concerns (SSeCs) and security deficiencies; develop ICAO Plan of Action, if applicable, and follow up on implementation.

  • Support implementation of Aviation System Block Upgrades as a part of the Global Air Navigation Plan (GANP) as well as ICAO Global Aviation Safety Plan (GASP).

  • Cooperate and coordinate with other partners providing safety and security assistance in the Region.

  • Actively lead, promote and support activities that create/increase the awareness, understanding and ownership of ICAO outputs within the Region.

  • Communicate strategic and programme intelligence from the Region and promote its effective utilization in the design and execution of the programme initiatives.

  • Coordinate with Bureau Directors in ICAO Headquarters to set the priorities for the Region in all the Strategic objectives of ICAO; Act as Secretary to Regional Office group meetings, i.e. Directorate General of Civil Aviation (DGCA), the AFI Planning and Implementation Regional Group (APIRG), the AFI Regional Aviation Safety Group (RASG-AFI), the Comprehensive Regional Implementation Plan for Aviation Safety in Africa (AFI Plan), Aviation Security and Facilitation Regional Group (AVSEC/FAL/RG), and participate in Steering Committee Meetings of Regional Safety Oversight Organizations (RSOOs), Civil Aviation Commission, high- level meetings of international organizations, United Nations Agencies, (when related to aviation), and Country Team at the duty station.

  • Establish the agenda for the Secretary General and/or President in the Region, provide briefing notes, issues of discussion, expected outcomes and other supporting information, and accompany them as appropriate.

Leads, manages, plans and directs the work of the Regional Office in Nairobi, achieving results such as:



  • Ensure that functions and work programme of the Regional Office are performed efficiently and in line with the Strategic Objectives of the Organization.

  • Provide direction and guidance to a team of professional, technical and support staff.

  • Resolve multifaceted problems with volatile political, social or economic components.

  • Manage performance and ensure that activities and programme delivery are efficiently and effectively delivered and consistent with ICAO policy, quality and relevance.

  • Oversee the execution of the Flight Procedures Programme (FPP) and the Air Traffic Management (ATM) programme activities in the Region

Provides strategic policy advice and guidance on ICAO programmes in the Region, achieving results such as:



  • Make strategic recommendations on the technical support needs of States in the Region.

  • Progressively develop the safety, air navigation, security and air transport systems in the Region.

  • Provide oversight of continuous monitoring activities in the Region and technical support planning and evaluation missions.

  • Deliver expert contributions to policy development and evaluation of programme activities.

Develops and plans the Regional Office’s programmes in developing their missions, achieving results such as:



  • Coordinate with the Technical Co-operation Bureau (TCB) and other Bureaus as required regarding technical support in the Region.

  • Consistently meet regional goals in an effective and efficient manner.

  • Ensure regular update of regional plans and programmes.

  • Adjust/adapt programmes and approaches to accommodate changing regional circumstances of critical importance.

Fosters partnerships and resource mobilization within the Region, achieving results such as:



  • Develop and establish productive interaction with representatives of Member States, donors, other international organizations and interested parties.

  • Design and implement partnership and resource mobilization plans.

  • Assess the need and develop proposals for regional meetings in consultation with States and HQ, as appropriate.

  • Identify prospects and lead initiatives for strategic networking with other donors, lenders, research institutions, regional bodies, international organizations and policy makers.

QUALI FICATIONS AND EXPERIENCE


Educati onal background


Essential: An advanced level university degree (Master’s Degree or equivalent) in an aviation-related field, or other scientific or technical discipline, management, administration, economics, law or related discipline.


Professi onal experi ence and knowl edge


Essential:



  • Extensive experience (15 years or more), of which at least 12 years should be in a civil aviation authority, airport, air navigation services, airline or similar aviation-related organization.

  • Significant management experience including budgeting, human resources management and logistics at senior executive levels in a large organization, preferably in civil aviation.

  • A minimum of 5 years’ experience in an international organization or dealing with aviation matters crossing national boundaries, including participation in international working groups or high-level negotiations with government authorities.

  • Demonstrated leadership ability, initiative and judgment.

  • Demonstrated ability to deal with complex issues with diplomacy and tact.

  • Experience with corporate performance management in the public or private sector.


Desirable:



  • Knowledge of ICAO’s functions and its organization, specific to the regional context.

  • Familiarity with civil aviation activities in the Region and with the work of other related international organizations, regional and sub- regional bodies and groupings of States.


Language ski l l s


Essential: Fluent reading, writing and speaking abilities in English.


Desirable: A working knowledge of French or any other language of the Organization (Arabic, Chinese, Russian, Spanish).

CONDI TIONS OF EMPLOYMENT


It should be noted that the maximum period for which a staff member at the D-1 level can serve is eight (8) years. The initial appointment will be on a fixed-term non-career basis for a period of four (4) years (first year is probationary for an external candidate). A second fixed- term non-career appointment may be granted to the incumbent, subject to re-appointment procedures. The combined duration of the initial and second fixed-term contracts shall not exceed eight (8) years. ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2001 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions. ICAO offers an attractive benefit package to its employees in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after 1 January 1990 is 62, and on or after 1 January 2014 is 65.
