Context: Under the overall supervision of the Chief of Mission (CoM) in Kenya, the administrative supervision of the Head of Operations and the functional supervision of the Senior Resources Management Officer (SRMO), the successful candidate will provide support and OPEN TO INTERNAL AND NON-REPRESENTED MEMBER STATES CANDIDATES IOM has a proactive recruitment policy to increase the representation of nationals of non- represented member states. Core Functions / Responsibilities:



  1. Assist the Head of Operations in the management of administrative, human resources, financial, budgetary, procurement and logistics aspects of all USRAP projects in Kenya and Sub-Saharan Africa in coordination with concerned mission resources management and other support staff.

  2. Monitor the financial status of all USRAP activities and projects in Kenya and the region, and regularly report on the same to the Head of Operations. Evaluate regular financial reports and take action to resolve anomalies and unusual trends in coordination with concerned missions resources management staff, and as guided by the Head of Operations.

  3. Prepare/ revise budgets and PRISM project structures for on-going and new USRAP projects. Analyze variances between budget and actual expenditures of USRAP Kenya and the region. Review and consolidate budgets, narrative, service fees and reports for USRAP Sub-Saharan Africa prior to submission to Headquarters Units.

  4. Respond timely to ad hoc requests for information, statistics, cost estimates and budgets. Determine, harmonize, review and establish, through cost-benefit analysis, the fees for all operational services to be charged to resettlement partners and migrants for on-going and new USRAP projects in Kenya and in the region in coordination with concerned missions in Kenya and Sub-Saharan Africa.

  5. Oversee and supervise the smooth functioning of the USRAP support staff, including: compliance with IOM general instructions on areas of administrative, finance, mobile mission logistics, procurement and security; verification and certification of service provider invoices; preparation and submission of donor invoices; coordination and follow up of procurement requests; provision of WBS for USRAP staff and office cost allocation; use of external service providers, operational escorts; oversee and upkeep of the USRAP conference room, kitchen and visitor’s waiting area in the IOM main office.

  6. Review agreements and contracts with various service providers, suppliers and partners in coordination with the Legal Department, IOM Kenya and/or concerned missions in Sub-Saharan Africa.

  7. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.

  8. Review USRAP and emergency project proposal budgets in coordination with the Head of Operations and SRMO in IOM Kenya.

  9. Consult and coordinate closely with the Global Programme Coordinator (USRAP worldwide) in IOM Washington and USRAP Financial Analysts based in MAC on USRAP financial and administrative issues.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience


Education



  • Master’s degree in Accounting, Finance, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

  • Professional certification as chartered accountant or certified public accountant an advantage.


Experience



  • Experience in financial management, accounting and budgeting;

  • Experience in preparing reports, budgets, statistics and coordinate administrative activities;

  • Knowledge of IOM’s regulations, policies and procedures;

  • Knowledge of IOM accounting systems, software and procedures;

  • Knowledge of IPSAS and SAP (PRISM) highly desirable;

  • Previous experience in refugee and migration assistance, particularly with the USRAP programme required.


Languages


Fluency in English is required.
