Organizational Setting and Reporting


This position is located in the UNODC Maritime Crime Programme (MCP) for the Horn of Africa (HoA), Regional Office for Eastern Africa (ROEA) in Nairobi, Kenya. The Associate Programme Officer will work under the overall guidance of the Regional Representative for Eastern Africa, and the direct supervision of the Programme Coordinator for the Maritime Crime Programme. The work will be carried out in close coordination with the Regional Section for Africa and Middle East (RSAME) and the Justice Section (JS) and relevant Regional Sections and substantive units at UNODC headquarters, as well as relevant field offices.

Responsibilities


Within assigned authority, the Associate Programme Officer (Maritime Crime Programme – Horn of Africa) will assist in the implementation of activities as set out in the UNODC Maritime Crime Programme (MCP), HoA, a UNODC programme to increase regional capacities to plan, train for, and respond to maritime crime, and conduct maritime law enforcement.


The incumbent will be responsible for the following duties:



  • Assist in the development, implementation and evaluation of the Programme ‘Building the capacity of Somalia to address maritime crime – Maritime Crime Programme for the Horn of Africa (MCP HoA)’, and other law enforcement and organized crime related UNODC programmes being implemented in the Horn of Africa under the Regional Programme ‘Promoting the Rule of Law and Human Security in Eastern Africa’;

  • Assist in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities both regionally and globally to counter maritime crime;

  • Assist in organizing specialized training for national officials involved in responding to maritime crime and conducting maritime law enforcement;

  • Assist in project/programme and/or budget revisions, the preparation and dissemination of costed work plans, terms of references and other related project documentation on maritime crime;

  • Contribute with substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies;

  • Contribute to the preparation of various written outputs, e.g. draft background papers, briefing notes, analytical notes, sections of reports and studies, inputs to publications, etc;

  • Provide administrative and substantive support to consultative and other meetings, workshops, conferences, etc., including proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc;

  • Participate in field missions to regional states and globally, including provision of substantive and administrative support, data collection, etc. in order to assess their capacity to counter maritime crime;

  • Perform any other duties as required/assigned.

Education



  • An advanced university degree (Master’s degree or equivalent) in justice, law, criminology, business administration, operational management or other relevant social or political area is required.

  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience



  • A minimum of two years of progressively responsible experience in project/programme management or administration preferably within the area of rule of law and criminal justice or a related area including at the international level is required.

  • Experience with working with maritime crime is an advantage.


Languages



  • English and French are the working languages of the United Nations Secretariat.

  • For the position advertised, fluency in English, i.e. oral and written proficiency, is required.

  • Knowledge of French as a working language is an advantage.

  • Knowledge of another official United Nations language is an advantage.


Assessment Method



  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
