Organizational Setting and Reporting


The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The focus of these positions is to support the coordination, implementation, monitoring and evaluation of the country level work of the Global Land Tool Network (GLTN), focusing on priority countries in Africa. Both posts are located in the GLTN Unit of the UN-Habitat, in the Nairobi duty station. One post will focus on the Democratic Republic of Congo (DRC) and the other, Uganda. The incumbents will directly report to the Unit Leader GLTN Unit.


Responsibilities


Within delegated authority, the incumbents will be responsible for the following duties:


Support the conceptualization of the country level strategy of the GLTN.


Work with government and other key partners at the priority countries identified to facilitate the development, implementation and evaluation of GLTN’s country level work.


Monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.


Carry out basic research on selected aspects of programmes, operations and other activities.


Provide substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.


Assist in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.


Participate in survey initiatives; assist with design of data collection tools; issue data collection tools, review, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.


Contribute to the preparation of various written outputs.


Provide administrative and substantive support to consultative and other meetings, conferences.


Undertake outreach activities; participate in the development of learning events, participate in and make presentations on assigned topics/activities.


Undertake field missions, including provision of substantive and administrative support to the respective priority country.


Coordinate activities related to budget funding and preparation of related documents/reports.


Perform other duties as required.

Education


Advanced university degree (Master’s degree or equivalent) in land administration and management, social sciences or related area. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree.


Work Experience


A minimum of two years of progressively responsible experience in project/programme management, administration or related field. Work experience and local exposure in the DRC or Uganda is required.


Languages


English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.


Assessment Method


Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
