Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located at UNEP Headquarters in Nairobi, Kenya, in the Regional Support Office (RSO), which reports to the UNEP Deputy Executive Director. Under the direct supervision of the Director of Regional Support Office (RSO), the Programme Officer will perform the following duties.
Responsibilities
- Develop, implement and evaluate assigned programmes/projects; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions.
- Perform consulting assignment, in collaboration with the client, by planning and facilitating workshops, through interactive sessions and assist in developing the plan of action for change management.
- Research, analyze and present information gathered from diverse sources.
- Coordinate policy development, including review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
- Generate survey initiatives; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
- Organize and prepare written outputs, draft background papers, analysis, sections of reports and studies and inputs to publications.
- Provide substantive backstopping to consultative and other meetings and conferences including proposing agenda topics, identify participants and prepare documents and presentations.
- Initiate and coordinate outreach activities; conduct training workshops and seminars; make presentations on assigned topics and activities.
- Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and draft mission summaries.
- Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports and financial statements and prepare related documents and reports (pledges, work programme and programme budget).

Education
- Advanced university degree (Master’s degree or equivalent) in physical or environmental sciences, public policy, business or public administration, law or related area.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For the advertised post, fluency in oral and written English is required.
- Knowledge of other UN official languages is an advantage.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
