Organizational Setting
FAO’s Subregional Office for Eastern Africa is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It facilitates technical support to the development of subregion cross-cutting priorities.. The Subregional Office is a subsidiary of FAO’s Regional Office for Africa.

Reporting Lines
The Land and Water Officer reports to the Sub-regional Coordinator for Eastern Africa, under the functional guidance of the Director, Land and Water Division (NRC) and in close cooperation with technical officers in the Subregional Office for Eastern Africa (SFE), Regional Office for Africa (RAF), Land and Water Division (NRL) and Climate, Energy and Tenure Division (NRC)
Technical Focus
Provide support for activities related to land and water resources development and management, as well as climate change in the Sub-region and assist the FAO Representations in the subregion in addressing subregional food security, agriculture and rural development issues at country level
Key Results Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO Strategic Objectives
Key Functions
- Plans and leads components of multi-disciplinary teams, leads and/or participates in internal committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;
- Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;
- Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;
- Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;
- Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
- Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;
- Participates in resource mobilization activities in accordance with the FAO Corporate strategy.
Specific Functions
- Support country-level actions guided by FAO’s country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization in order to transform FAO’s knowledge products into country-level results and impacts;
- Serve as the FAO subregional focal point for all matters related to land and water resources development and management, climate change covering the subregional dimensions, and provide policy and technical support in these areas to FAO member countries in the region;
- Provide subregional perspective and priorities in support to FAO’s periodic planning and programming exercises and the development of FAO’s strategic framework, and contribute to the implementation of the Regular Programme in the field of land, water and climate change; contribute to FAO’s Inter-Departmental Working Groups (IDWG) and Regional and Subregional Multidisciplinary Teams (MDT) in the development of an integrated and coherent approach to smart agriculture development and food security in the region;
- Promote effective contribution of land and water development to agricultural and economic development in collaboration with the Regional Economic Communities (RECs) in the framework of the Comprehensive Africa Agricultural Development Programme (CAADP)
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in land and water resources development, natural resources management, environment, or Agriculture
- Seven years of relevant experience in the field of land and water management, including international experience and experience in sub-Sahara Africa
- Working knowledge of English and limited knowledge of French or Arabic

Technical/Functional Skills
- Work experience in more than one location or area of work, particularly in field positions is desirable
- Relevance of experience in land and water development for agriculture, such as sustainable land management, irrigation scheme planning and development, agricultural water management, land use planning, river basin planning, land reclamation, irrigation institutions, community development, community-based natural resources management, land tenure, rural planning and rural infrastructure works;
- Extent of experience in the Eastern Africa region and of knowledge related to sustainable natural resources management relevant to the agro-climatic and socio-economic conditions of eastern Africa;
- Extent of experience in the formulation, implementation and monitoring of land and water projects and programmes, including the development of investment frameworks;
- Extent of experience in the organization of and leading workshops, conferences, meetings.
