Purpose of the Position
Under the general supervision of the Chief of Operations, the incumbent of this post will manage the supply, shipping and logistics operations of the Country Office. The incumbent will advise on matters of contracting and also be responsible for planning, procurement, distribution and monitoring of UNICEF’s supplies, in support of the Country Programme.
Key Expected Results
- Responsible for supply/logistics planning through coordination with Programme Sections. Provide technical advice on supply specifications and logistics arrangements facilitating efficient procurement, clearance, storage and distribution of supplies and equipment, in support of the country programme implementation.
- Conduct market research, identify and recommend potential local suppliers including those in the field or townships. Maintain and evaluate data on local supply sources’ overall performance (competitive pricing, product quality and timely delivery). Assess supply operations and control mechanisms and advise on appropriate actions. Facilitate decentralized procurement and contracting.
- Participate in the Country Programme strategy planning, meeting’s reviews and in the preparation of Plan of Operations and Annual Work Plan to advise on supply requirements. Develop supply component of the Country Programme, including systems for storage and distribution of supplies to all project sites.
- Establish and maintain contacts with the Supply Division in Copenhagen on supply, procurement and shipping policies. Interpret and advise the country office on policies and procedures impacting on offshore and local procurement and delivery. Maintain links with Supply Division on transnational shipments, deliveries, claims and appropriateness of supplies.
- Manage the Supply Section, supervise staff in the preparation and implementation of the section’s work plan.
- Review and supervise preparation of appropriate documentations: supply requisition and purchase orders. Act as focal point for PROMS supply module, TAD; control and monitor programme requisitions and expenditure levels.
- Supervise offshore and local procurement, as required. Act as secretary and adviser to the CRC. Establish and maintain a system of contacts with customs and immigration authorities at national ports of entry on the clearance of UNICEF supplies, within established protocol.
- Undertake field visits to out-posted project sites and zone-offices, to monitor supply inputs and propose actions on improving logistical procedures.
- Design and conduct training for UNICEF staff, consultants and counterparts in supply management, in order to improve supply delivery.
Qualifications of Successful Candidate
- An advanced university degree (Master’s) in Business Administration, Management, Economics, International Development, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly-related technical field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor’s), may be taken in lieu of an advanced university degree*
- A first level university degree (Bachelor’s) in a relevant technical field (as identified above), in conjunction with twelve (12) years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other related technical fields, may be taken in lieu of an advanced university degree (Master’s).
- A minimum of ten (10) years of relevant experience, at the national and international levels, in supply, logistics, procurement, purchasing, contracting, administration and/or other related technical fields is required.
- Prior experience in contracts, purchasing and medical supply chain management in a developing country context is considered highly desirable.
- Previous hands on experience in a supervisory/managerial capacity is required.
- Prior work experience in emergency duty station is an asset.
- Fluency in English (written and verbal) is required. Knowledge of the language of the local duty station (Swahili) is considered desirable. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
