Background Information – Job-specific


As the Risk Management Unit (RMU) begins implementation of its 2015-2017 strategy, additional capacity is required to support the expansion of RMU activities, notably with regards to external actor engagement and potential new lines of services. In particular, as the RMU increases its support to UN agencies, donors, government and NGOs, it needs to stay well informed of recent developments in the field of risk management, with a view to tailoring emerging/new best practices both within the UN and in the private sector to the Somali context.


The expansion of RMU’s activities also requires an upgrade of its communication strategy and tools, to ensure clarity as to what RMU is/isn’t, and what it can offer to its partners.


Furthermore, since 2013, the Risk Management Unit (RMU) has been working to compile a list of all entities and persons mentioned in the reports of the Somalia and Eritrea Monitoring Group (SEMG) dating back to 2002. The resulting data set is the first time that this information has been captured in one place, and can be searched by registered users of the RMU’s Contract Information Management System (CIMS) database. The ability to search this list will enable members of the SEMG, the RMU and other CIMS users to identify commonalities and possible links between those entities and persons who have featured in successive reports, and as such provides an important corporate memory and learning function. Given the uniqueness and collective value of this product, there is a requirement to ensure that the RMU is able to ensure it remains up to date.


Finally, RMU’s growing portfolio necessitates additional and versatile capacity that can support, as needed, other portfolios.


Purpose and Scope of the Position



  • Business development: Support the Head of RMU in identifying partnerships, with a focus on donors and private sector ac ors, and new service lines, based on recent developments in the field of risk management

  • Knowledge management: Stay abreast of current development in the field of risk management, best practices and innovations, both within the UN and in the private sector, and support knowledge dissemination/application to RMU’s clients (UN, NGOs, donors, government)

  • Communications: Develop and implement a robust RMU communication strategy, including through the revision/upgrade of current communication tools (website, etc.)

  • SEMG reports: Using the established process and referencing system, review and capture all data held within upcoming reports of the SEMG

  • Outreach and information management support to NGO Liaison Officer: This will include providing support to the NGO Liaison Officer, both during some outreach activities, and in the provision of support in data collection activities

  • Ad-hoc research, data and reporting related tasks as directed by the Head of RMU and in conjunction with RMU analysts: To include work with other members of the RMU, and coordinating / undertaking data collection and data entry tasks to assist with the development of the information management activities of the RMU.


Functional Responsibilities



  • Identify and follow up on opportunities for RMU partnerships and business development

  • Identify, disseminate and support the implementation of global best practices on risk management

  • Support in development and and implementation of RMU’s communication strategy for 2015-2017

  • Develop, update, revise the RMU communication tools, including but not limited to: the RMU website, RMU brochure/leaflets, and RMU presentations

  • Provide structured data capture and support to meet the needs of the RMU and RMU partners, with a focus on the SEMG reports

  • Perform other related duties as required

Additional competencies



  • Knowledge of, and experience with the UN Risk Management architecture, as well as an understanding of the challenges associated with operating in Somalia.


Education



  • A Master’s Degree in Development, International Relations, Political Science, Economics or a related subject.

  • Additional years of relevant work experience preferably in combination with a Bachelor’s degree may be accepted in lieu of the requirement for an advanced university degree.


Experience



  • At least 2 years in communications and data management experience

  • Data evaluation and organizational skills;

  • Experiencing in identifying, developing and applying data management processes

  • Sound knowledge of the UN’s approach to Risk Management in Somalia


Languages



  • Fluency in English, both written and oral communication skills.
