Job Description


The Head of Regulatory Reporting will join our Kenya team based in Nairobi. This is a strategic and managerial position in a highly powered and dynamic team which is expected to reposition the role of Finance into a crucial value-add and strategic function of the Bank. The role will be expected to contribute to the finance function by:

• Scanning the regulatory environment for regulatory changes, preparing an impact analysis that provide insights for decision making;

• Delivering regulatory reports to external regulators, Group and Bank’s senior management;

• Embedding data controls verifying the integrity of reports with the General Ledger and underlying transaction processing systems;

• Contributing to the new agenda through the existing forums such as the Internal Capital Adequacy Assessment Process (ICAAP) working group, Asset & Liability Committee (ALCO) and Data Management Committee (DMC);

• Performing analysis on regulatory information and providing insightful commentary on emerging trends, whilst linking current performance with future projections, risks and opportunities;

• Monitoring management action triggers and escalate action items at country level;

• Delivering annual report inputs;

• Reviewing key control self assessments (KSCA) in the unit and completing actions on any KCSA exceptions.


Key Roles & Responsibilities


Regulatory Reporting

• Supervision of regulatory reporting manager to ensure timely and accurate returns submissions to the Bank’s regulators;

• Co-ordinating the timely publication of Bank and subsidiaries results per the regulatory requirements ensuring they accurately reflect the Bank’s and subsidiaries performance;

• Being the lead Finance contact for regulatory matters;

• Championing automation of regulatory reporting to eliminate production and focus team efforts on analysis and value adding insights from a regulatory perspective;

• Advising Financial Controller (FC) and CFO of emerging trends and themes from the regulatory reporting;

• Lead the continuous review and strengthening of regulatory unit control environment by providing subject matter expertise on local regulatory guidelines and group regulatory policies;

• Scanning the regulatory environment, locally and globally, for new developments and advising FC and CFO of key changes to enable proactive conversations on the Bank’s response to expected changes;

• Develop/maintain the Department Operating Instructions (DOI) and service level agreements (SLAs) ensuring these are always up to date;

• Embed control measures and monitoring plans for compliance and operational risk management, ensuring timely and accurate Key Controls Self Assessment (KCSA) submissions;

• Being the lead contact for external/internal and regulatory audits.

Work closely with the FC and Head, Balance Sheet and Performance Management to identify and coordinate opportunities for both BAU and Strategic objectives including rationalization of regulatory reporting, automation opportunities, etc as well as with the Finance Transformation teams and Finance Systems with regards to infrastructure and process.



ALCO

• Work closely with the Head, Balance Sheet and Performance Management and Shared Service Centre, to review the ALCO pack and document commentary for circulation to ALCO on a timely basis;

• Lead on closure of actions coming out from ALCO;

• Support the Head, Balance Sheet and Performance Management and FC in delivering ALCO training across finance;

• Own the funds transfer pricing (FTP) process.
ICAAP

• As a key contributor to the ICAAP working group, proactively deliver capital inputs and provide insights for the final output document;

• Participate in the ICAAP working group as requested.


Reporting

• Being a key member of the annual report team, deliver on the outputs as agreed with FC accurately and within agreed timelines;

• Prepare board papers within agreed timelines clearly capturing key regulatory issues;

• Carry out analysis of regulatory information and highlight opportunities and risks for management action;

• Proactively contribute to internal regulatory reporting deliverables in partnership with Head, Balance Sheet and Performance Management in relation to Capital and Liquidity;

• Provide analytics, insights and subject matter expertise to contribute towards continuous strengthening of our competitive advantage through proactive capital and liquidity management;




Qualifications & Skills


• University degree;

• Accounting qualification (CPA/ACCA or equivalent);

• Broad regulatory or risk management experience of more than 5 years at the senior level in the banking or financial services industry, preferably in a complex, global organization;

• Prior experience should demonstrate analytical capability;

• Prior experience in implementing a Basel I regulatory and capital management framework will be an added advantage;

• Controls and governance awareness and understanding;

• Candidates should have a proven track record of presenting and interacting at the senior management level hence possess exceptional verbal and written communication, presentation, facilitation and interpersonal skills with an ability to relate at all levels;

• Management and leadership skills in a dynamic and high expectation environment with an ability to work under pressure and deliver under tight deadlines;

• A team player and independent worker with ability to delegate to get the most out of the team;

• Strong Microsoft Excel, SQL and PowerPoint knowledge.
