UNOPS Kenya Operational Hub (KEOH) has over twenty years of experience working in East Africa, including large scale infrastructure projects. With a flexible and responsive presence throughout the region, UNOPS is able to scale up rapidly, through various mechanisms into high risk areas which have proven to be beneficial to partners.
KEOH has its own Infrastructure Unit which consists of a design production office and engineering project management cell, consisting of civil, structural, M&E engineers, architects, design draftsmen and quantity surveyors. KEOH-PIU offers services that are complimentary to the front end of any physical infrastructure project including, feasibility studies, construction assessments, developing standard systems and manuals for infrastructure development with local government counterparts, detailed construction design and documentation with BOQ’s and specification. It offers complete turnkey solutions to serve its clients’ needs.
Functional Responsibilities
Under the overall supervision of the Head of Unit for PIU in Nairobi, Kenya the Electrical Engineer will give his/her technical expertise as required to manage and co-ordinate any designs assigned, supervision, commissioning and related documentation works. He or she is responsible for managing staff under his/her supervision and ensure high quality design documentation and site works are carried out on time and on or under budget. The projects may be in national and or international locations.
Specifically, the incumbent will be responsible for the following substantive tasks. The tasks would involve the following but not limited to:
- Coordination and supervision of installation of the electrical services of projects;
- Assist the logistics division in procurement of electrical machineries and equipment;
- Assist contract division in preparing and evaluation of tender documents of electrical services (specifications, BOQs, rates etc.);
- Review the design of electrical services of projects;
- The consultant will be requested to work from home and be prepared to travel to any site in or around the countries under KEOH as required and as UNDSS permits.
An agreed TOR including the scope, deliverables and the maximum time duration will be agreed upon by UNOPS-KEOH and the Electrical Engineer prior to commencement of each and every assignment. He/she is responsible for ensuring electrical services supervision and related documentation of projects which is to be carried out on time as per the agreed task.
Technical tasks
- Review the electrical designs for all Infrastructure projects in term of accuracy and suitability to overall design requirements, including Identifying improvements in the designs and be able to propose practical solutions.
- Ability to analyze and design processes in electrical engineering as requested utilizing research, development, design and other electrical devices
- Strong ability in reviewing the accuracy of the electrical bill of quantities of the projects proposed.
- Strong ability in producing electrical bill of quantities matching the international standards
- Ability in verifying technical specifications of electrical products, apparatus, services and associated quality material
- Follow up the contractual obligation of the contractor on the site and secure the testing of the installed products in order to verify their quality as being an integral part of both design and manufacture.
- On the site, ensures that the work is done according to instructions, drawings and technical specifications as per contractual agreement and give the same support to site teams liaising with the PM and Project Engineers on projects.
- Check and approve material and equipment incorporated in the works.
- Measure, check, and record the executed works against payment request submitted by contractor and review measurement sheets for the periodic payment of the work.
- Liaise with the UNOPS Mechanical Engineer on mechanical engineering consultants commissioned to support designs works for construction.
- Produce electrical engineering design reports.
- Prepare estimates and prices for new project development works.
- Prepares monthly progress reports as well as drawings when requested. Study and reports on contractors’ claims and variation orders and immediately reports any problems I constraints arising in the progress of the work and between stakeholders.
- Keep files for all site memos and instructions, measured quantities of work and material on site.
- Prepare Snag List for final project checking, prior to handover.
- Manage and supervise final commissioning and handover documents to clients.
- Ensure as-built drawings and maintenance manuals for the finished materials used in the works.

Education
- Bachelor of the Science Degree in Electrical Engineering with 4 years minimum experience
- Master’s Degree or equivalent in Electrical Engineering with 2 years minimum experience
- Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree
Languages
- Fluency in written and spoken English is essential;
Experience
- A minimum of 3 years’ experience in at least one of the following
- Installation of power distribution systems (single phase and three phase – conduit laying. Wiring, installation of electrical board, fitting etc.
- Testing and commissioning of electrical systems;
- Preparing of BOQs;
- Supervision & monitoring of electricians’ works
