Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


BACKGROUND


Access to Water, Sanitation, and Hygiene (WASH) and shelter services is a major challenge among the migrants and mobile populations (MMPs) and their affected host communities in Somalia, particularly internally displaced persons (IDPs) and nomadic communities. In fact, less than 30% of the Somali population have access to safe drinking water, while less than 23% of the population have access to appropriate sanitation facilities. In addition, the majority does not have access to proper protective shelter. These challenges often affect the most vulnerable populations, such as women and children, resulting in high mortality and morbidity.


The International Organization for Migration (IOM) is one of the major humanitarian organizations in Somalia providing holistic humanitarian services including provision of healthcare services, safe water, and appropriate sanitation facility, in combination with hygiene promotion. IOM is currently implementing several WASH projects in nine locations throughout Somalia and is planning to provide appropriate shelters linking with the existing programme. Within this context, IOM is seeking an experienced and skilled WASH and Shelter Project Manager to contribute to IOM Somalia’s strategy.


Context


Under the overall supervision of the Chief of Mission and under the direct supervision of the Health Programme Coordinator of the Migration Health Division (MHD), and in close collaboration with other units of IOM Somalia, the Project Manager will be responsible for the overall management, planning and implementation of IOM Somalia’s WASH and shelter projects.


Core Functions / Responsibilities



  1. Manage and provide timely WASH and Shelter overall sectorial analysis, inputs and support to IOM Somalia Mission.

  2. Contribute, monitor and update effective programme planning, development and implementation of IOM Somalia’s Strategy and Plan of Action.

  3. Identify the needs and gaps of WASH and shelter among MMPs in Somalia. Specifically how they address the health outcomes in these populations in close relationship with health, WASH and shelter partners and other relevant clusters and authorities while ensuring the projects effective and timely delivery.

  4. Liaise with the WASH and Shelter/NFI Clusters for overall coordination and feedback mechanisms.

  5. Oversee the WASH Specialist positions.

  6. Manage and build capacity of all MHD staff on WASH and shelter related issues to ensure close monitoring of links between WASH/Shelter and health outcomes of MMP.

  7. Maintain responsibility for the daily operations of the WASH and shelter projects.

  8. Design and conduct appropriate monitoring, evaluation, review and quality control of ongoing and new WASH and Shelter projects.

  9. Work closely with line ministries, local authorities, implementing partners and conduct periodic project reviews with Government counterparts and other partners.

  10. Help build the capacity of national stakeholders through training and other activities in Somalia.

  11. Provide guidance and constantly monitor the work of implementing partners and service providers in Somalia.

  12. Identify and assess new project opportunities in Somalia and prospects for regional collaboration.

  13. Perform such other duties as may be assigned.

  • Master’s degree in Water Engineering, Hydrogeology, Water resources management or a related field from an accredited academic institution with five years of relevant professional experience; or

  • University degree in the above fields with seven years of relevant professional experience.


Experience



  • Experience in WASH and/or shelter issues in developing countries;

  • Experience and knowledge in addressing links between WASH and environmental/public health;

  • Experience and proven track record in WASH and shelter management as well as knowledge and coordination experience with WASH and Shelter/NFI Clusters in Somalia;

  • Experience in monitoring and evaluation of project performance preferably in Somalia;

  • Experience in liaising with governmental authorities, other national/international institutions and NGOs particularly in fragile states like Somalia;

  • Experience working in an international organization or other UN agencies is an advantage;

  • Ability to conduct qualitative and quantitative analysis an advantage.


Languages


Fluency in English is required. Working knowledge of Arabic or Somali is an advantage. NOTE: *With frequent travel to Somalia and possible relocation to Somalia if and when the situation is conducive.
