Organizational Setting and Reporting


The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Communications and Public Information (DCPI) communicates UNEP’s core messages to all stakeholders and partners, raising environmental awareness, influencing attitudes, behavior and decisions related to the local and global environment, and enhancing the profile of UNEP worldwide. The position of the Senior Public Information Officer serves as the Deputy Director of UNEP/DCPI and is located at the Nairobi duty station.


Under the overall supervision of the Director, DCPI, and in close consultation with the Division’s Head of Operations, the incumbent will carry out the following duties: Responsibilities



  1. Coordinate, manage, and administer DCPI’s work and budget in accordance with the organisation’s policies, procedures, rules, and regulations.

  2. Oversee the planning, implementation, monitoring and evaluation of DCPI’s work in the context of UNEP’s Programme of Work and its Medium Term Strategy.

  3. Develop and deliver DCPI’s Management Plan.

  4. Mobilise and manage resources for DCPI.

  5. Develop, implement, and ensure compliance with organisational and divisional policies and procedures related to the communication function and DCPI work processes.

  6. Perform required functions in, and oversee effective and timely implementation of and compliance with, UMOJA and other UNEP ERP systems.

  7. Supervise DCPI Section Heads and the Programme Coordination Unit and provide programme framing and direction to the Operations Unit.

  8. Perform other duties as may be assigned by the Director.

Managing Performance: Ability to administer, supervise and direct staff; Delegates appropriately; Makes sure that roles, responsibilities and reporting lines are clear to each staff member; Accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; Monitors progress against milestones and deadlines; Regularly discusses performance and provides feedback and coaching to staff.


Leadership: Serves as a role model that other people want to follow; Empowers others to translate vision into results; Is proactive in developing strategies to accomplish objectives; Establishes and maintains relationships with a broad range of people to understand needs and gain support; Anticipates and resolves conflicts by pursuing mutually agreeable solutions; Drives for change and improvements; Shows the courage to take unpopular stands. Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.


Education


Advanced University degree (Master’s or equivalent) in communications, social sciences, public/business administration and management or in a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


A minimum of ten years of progressively responsible experience in public information work or related field is required. At least 5 years of management experience at the international level is desirable.


Languages


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.


Assessment Method


Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
