The UNOPS Kenya Operational Hub (KEOH) plays a critical role in providing management services-for its life-saving peace-building, humanitarian and development operations; supporting projects on behalf of a range of partners and creating real results that matter for people in need. KEOH is implementing projects worth more than$40 million in eastern and southern Africa and is helping its partners achieve project goals in sustainable project management, sustainable procurement, sustainable infrastructure, human resource management and advisory services


The UNOPS Kenya Operational Hub (KEOH), located in Nairobi, Kenya, spans across East Africa, covering Kenya, Somalia, Uganda, Tanzania, Rwanda, Burundi and Eritrea. The Office is comprised of personnel with the right mix of critical skills needed for effective services delivery.


KEOH implements projects in infrastructure, procurement, environment, health, grants management, financial management, human resources and advisory services. There are also several regional environmental projects that span across Africa and parts of Asia that are being managed by KEOH project managers.


Background Information – Job-specific


Under the overall supervision of the UNOPS KEOH Director and the direct supervision of the Head of the Project Development Office and in accordance with UNOPS policies, procedures and practices, the Project Development Officer will work towards strengthening UNOPS KEOH presence in all countries assigned to KEOH through the development of projects and partnerships with key stakeholders.


Functional Responsibilities


In consultation with the Head of PDO, the Project Development Officer supports project development and resource mobilisation across Kenya, Somalia, Uganda, Tanzania, Burundi, Rwanda and Eritrea, within UNOPS key focus and service areas through the following:



  • Support the Head of PDO to develop country action plans to build and strengthen partnerships with governments, international/national agencies, multilateral institutions, non-governmental organizations, foundations and the private sector.

  • Actively scan opportunities for project development intelligence (facilitate assessments of client needs, UNOPS comparative advantages, partner survey analysis, and tender opportunities).

  • Actively pursue opportunities for UNOPS in the mandated areas of Sustainable infrastructure, procurement, project management, financial management, Human Resources Services.

  • Provide substantive backstoppage for the Head of PDO and attend high level stakeholder meetings and produce high quality meeting minutes and action oriented summaries

  • Develop expression of interests, concept notes and proposals for new projects, prepare budgets and costing, enter projects into the UNOPS LEAD system and follow through with all internal approval process, engage in direct communication with potential partners and

  • Assist in the development and implementation of a communications strategy and develop annual workplans and budgets for the communications aspects of UNOPS KEOH work

  • Develop and design all communications materials, including factsheets, presentations, capacity statements, KEOH positions, FAQs and drive advocacy, visibility and outreach initiatives for potential partners

  • Prepare templates and actual proposals, project brief templates, tender opportunities, for the KEOH targeted service areas and potential donors, in consultation with wider UNOPS offices.

  • Develop and maintain a library of agreements, documents and strategies.

  • Maintain and update tools for tracking and projection of business acquisitions/income, in coordination with the Programme Management Office to obtain up-to-date information on contributions received.

  • Support the Senior Management and Project Managers by reviewing progress reports and other external communication as and when needed.

  • Demonstrated knowledge and experience in proposal writing, research and analysis.

  • Strong quantative skills required;

  • Proven ability to work independently with minimal supervision and direction;

  • Capable of working with others in a participatory and capacity building manner;

  • Strong communications skills and ability to work in a team to achieve organizational goals;

  • Willingness to take on added responsibility and workm in a team environment;

Education



  • A masters degree in ……………. with two years of experience.

  • A masters degree can be substituted with a bachelors degree with 5 years of experience.


Languages
