Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Regional Office for Africa (ROA) helps to implement UNEP’s Regional programs in Africa by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental, challenges, opportunities and emergencies. This position is in UNEP/ROA Under the direct supervision of the Rgional Coordinator on Resource Efficiency Subprogramme and the overall guidance of the Deputy Regional Director, the Programme Officer will be responsible for the day to day coordination and management of the project on ‘Operationainzing Green economy Transition in Africa’. This includes the overall coordination of the implmentation of the project with the German International Cooperation (GIZ) which is the implmenting partner of the project. This post is located in UNEP/ROA at the Nairobi duty station
Responsibilities
Under the supervision of the Regional Coordinator on Resource Efficiency Sub-programme and the overall guidance of the Deputy Regional Director, the incumbent will carry out the following duties
1) Ensure the timely and effective implementation of the project
- Prepare all internal working documentations that are necessary for the effective approval and implementation of the project activities;
- develop detailed implementation plan for each of the activities that are to be led by UNEP and ensure its timely implementation after it is approved by the Supervisor;
- facilitate the required technical and substantive inputs from all relevant substantive programmes and offices within UNEP and partner agencies; and d) ensure the substantive and operational coherence with other UNEP programmes and activities on Green Economy and areas that have direct relevance to the project objectives including sustainable consumption and production and ecosystems based adaptation.
2) Develop and implement the necessary cooperation modality with project partners
- Ensure an effective substantive and operational coordination with the German International Cooperation (GIZ), which is the principal project partner of the project;
- Manage the coordination with the national implementing partners identified for the project including national technical institutions that will be involved in providing technical back-up support; Establish the required coordination with the UN Country Teams in the pilot countries by closely working with the Regional Coordinator for Delivering as One and UNEP National Officers, where applicable; and
- Work with national implementing partners on ensuring an effective engagement and participation of relevant community based organizations and the private sector in the pilot operationalization phase.
3) Undertake effective monitoring of the implementation of the project
- Develop and implement a monitoring plan that ensures the effective implementation of the project based on the programme monitoring procedure of UNEP and the requirement of the project partners;
- Prepare and submit timely progress reports to the supervisor and the Project Steering Committee with clear identification of areas that require corrective action; and
- Prepare the annual, mid-term and final report of the project, covering both the technical and financial aspects of the project, as per the requirement of UNEP and the financing partner.
4) Manage the overall administrative and finance management of the project
- Provide an overall guidance and supervision to the administration of subcontracts and Small Scale Funding Agreements that are required for the implementation of the project as the UN Procedures; and
- Ensure the disbursement of all payments as per the approved project document and the financial regulation of UNEP.
5) Other duties
- Perform other duties required by the Regional Office for Africa.

Education
- Advanced University degree (Masters degree or above) in environmental science or engineering, environmental management , development economics or related field is required.
- A first level University degree in combination with qualifying experience may be accepted in lieu of the advanced university degree..
Work Experience
- A minimum five years of progressively responsible experience in environmental management, sustainable consumption and production or industrial ecology or related area is required.
- Project management experience preferably in projects related to environment and sustainable development is desirable.
- Knowledge of the United Nations System and UN programming proceses as well as experience working in an international setting is desired.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For this post, fluency in written and oral English is required.
- Working knowledge of other UN official languages is desirable.
Assessment Method
- Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
