Purpose of the Position


The purpose of the temporary position is to provide expert policy and technical advice to UNICEF country offices on policies and programs and advocacy linked with the operationalization of a systems approach to social protection, with a specific focus on strengthening linkages between social protection and HIV prevention and treatment services. The results of this work will benefit country offices that are currently developing a systems approach to HIV-Sensitive social protection- with a specific, but not exclusive focus- on Malawi, Mozambique, Zambia and Zimbabwe. It would contribute to strengthen the capacity of country offices in this process, while generating strategic lessons to be shared with other UNICEF country offices (in ESA and beyond).


Key Expected Results


1. Technical support



  • Provide and/or facilitate technical support and assistance to UNICEF country offices and key partners in the region for the operationalization of a systems approach to social protection, with a specific focus on strengthening linkages between social assistance (cash transfers) and HIV prevention, treatment and care and support.

  • Review of existence (impact and operational evidence) on strengthening linkages between social protection and HIV outcomes to develop regional guidance on HIV sensitive design and implementation


2. Capacity building



  • Provide and/or facilitate support to country offices (and their Government counterparts) for capacity building in the operationalization of a systems approach to social protection, sharing existing and emerging evidence on SP and HIV prevention and treatment, sharing information on new global and regional policies and frameworks on SP systems,

  • Coordination and facilitation of a south-south cooperation technical stocktaking workshop to share experiences and lessons learned.


3. Strategic Partnerships and networking



  • In close consultation with other members of the HIV/AIDS Child Protection, Health, regional and HQ teams, support and contribute to networking and co-ordination with strategic partnerships around HIV-sensitive social protection including Inter-Agency Task Team on Social Protection, Care and Support (IATT), Regional Inter-Agency Task Team on Children and AIDS (RIATT-ESA) and RATESA Working Group on HIV-Sensitive Social Protection to enhance cooperation for strengthening HIV-social protection systems for scaled up effective programme responses to children and families affected by HIV and AIDS.


4. Monitoring and Evaluation



  • In coordination with Social Policy, HIV/AIDS and Programme Planning, Monitoring and Evaluation regional teams, support the preparation of donor reports, specifically linked with the HIV-Sensitive Social protection contribution from the Government of Netherlands, summarizing inputs from country offices, HQ and ESARO activities. Support quality evaluations of programme interventions on HIV-Sensitive Social protection, in the context of the Transfer Project initiative, with a specific focus on adolescent well-being, care and HIV outcomes.


5. Regional Office Management



  • Support preparation of regional reports, regional analyses, and regional office work planning exercises and contribute to inter-sectoral coordination and collaboration with other regional office sections, specifically Health, HIV/AIDS, and Child Protection.


Qualifications of Successful Candidate



  • Advanced university degree, preferably in social policy, economics, international relations, public health, or other relevant field (A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree)

  • Eight years of relevant work experience at national and international levels in social protection, with experience in HIV/AIDS programming at global, regional or country levels.

  • Fluency in English and another UN language
