Organizational Setting and Reporting
The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in the Land and Global Land Tool Network (GLTN) Unit in Nairobi duty station. The incumbent will report directly to the Leader, Land and GLTN Unit.
Responsibilities
Under the general supervision of the Leader, Land and GLTN Unit and in close collaboration with implementing partners at global, regional and country levels, the incumbent will perform the following
- Develop land-related policy, institutional and technical frameworks, tools and approaches for the urban and rural poor.
- Manage cost and finance of land administration services; land tools for food security; land value sharing policy and practice guide; land-based financing training resources development, piloting and validation; land management instrument.
- Lead projects for African land policy initiative; assessing progress and reports on the achievements of project results, best practices and lessons learned; Monitor project budgets, financial and technical performance of project activities.
- Support land-related policy, institutional and technical frameworks, tools and approaches for the urban and rural poor, valuation of unregistered land, land and property in post conflict and post disaster contexts.
- Support global knowledge and awareness on land-related policies, tools and approaches to secure land and property rights for all in regard to the African Union Land Policy Initiative Capacity Development Framework; Lead the coordination of partners, the GLTN urban civil society cluster and its work plan.
- Provide technical assistance and backstopping to Member States and GLTN partners.
- Provide administrative and substantive support the effective and efficient execution of projects and programmes.
- Perform other duties as may be assigned.
Competencies
Professionalism: Knowledge of practical approaches relevant to security of tenure, land administration and management, capacity development and an understanding of urban and rural land sectors.
Communication: Excellent written and verbal communication skills and ability to articulate ideas in a clear and accurate manner including the ability to present the content of the thematic area in a clear and concise manner.
Planning and organizing: ability to work under pressure, establish priorities and plan, coordinate own work plan, use time efficiently and apply judgment in the context of competing deadlines.
Creativity: Is not bound by current thinking or traditional approaches, takes calculated risks on new and unusual ideas; thinks ‘outside the box’, and offers new and different options to solve problems or meet client needs.
Education
Advanced university degree (Master’s degree or equivalent) in land management/land administration or land economics or geomatics. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
Seven years work experience in project/programme management related to land management. Experience of land policy, knowledge of developing countries and understanding of land sector in both urban and rural contexts highly desirable. Knowledge of the UN System in general is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of a second UN language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
