Organizational Setting and Reporting


The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level.


Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP’s Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade


and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in UNEP/DTIE, Energy Branch, Climate Change Mitigation, at the Nairobi duty station.


Responsibilities


Under the overall guidance of the UNEP/DTIE, Head, Climate Change Mitigation,


the Finance and Budget Assistant is responsible for: 1. Budget



  1. Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions.

  2. Maintains files and regularly updates with new project data with respect to Global Environment Facility submissions and UNEP Programme of Work

  3. Assists managers in the elaboration of resource requirements for budget submissions.

  4. Undertakes research and provides support to higher level Finance & Budget Officers with respect to budget reviews of relevant intergovernmental and expert bodies.

  5. Monitors expenditures and compares with approved budget; prepares adjustments as necessary.

  6. Reviews requisitions for goods and services to ensure correct objects of expenditure have been charged, and availability of funds.

  7. Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.

  8. Monitors integrity of various financial databases.

  9. Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.

  10. Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.

  11. Periodic reconciliation of accounts

  12. Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters.


2. Treasury



  1. Reviews incoming payment instructions with regard to banking details and sources of funds.

  2. Prepares payments for final disbursement by Cashier.

  3. Notifies payees of status of payments.

  4. Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.


3. General



  1. Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

  2. Maintain and keep up-to date files.

  3. May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility.

  4. Performs other related duties, as assigned.

Education


Completion of secondary school is required. Additional technical qualifications, CPA or equivalent is an asset.


Work Experience


Minimum of seven years of experience in finance, budget, accounting, administrative services or related area is required.


Languages


English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.


Assessment Method


Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
