Organizational Setting and Reporting


The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental law and policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in the Terrestrial Ecosystems Unit (TEU), Climate Change and Adaptation and Terrestrial Ecosystems Branch (CCATEB) of UNEP/DEPI in Nairobi. Under the supervision of the Chief, TEU and in close collaboration with the UNEP UN-REDD (Programme is the United Nations collaborative initiative on Reducing Emissions from Deforestation and forest Degradation) team other relevant technical teams in UNEP, the incumbent will perform the following duties


Responsibilities


1. Coordinate the development and implementation of the ecosystems and food security stream of work of the Terrestrial Ecosystems Unit:



  • Support the formulation of policies, priorities and long-medium-short-term strategies, and project concepts, for the sustainable use and integrated ecosystem management and food security in agriculturally dominated landscapes, in close consultation with appropriate UNEP technical teams, the Food and Agriculture Organisation (FAO) and other UN organizations, as well as international, regional and national organizations and international experts.

  • Collaborating with other UNEP technical teams, the FAO other and UN agencies on joint projects/actions on issues related to ecosystem management in productive landscapes, with a focus on agriculturally dominated ecosystems including rangelands, and preparing UNEP briefing notes, project concept notes, funding proposals, etc.

  • Facilitate and enhance linkages and synergy between the TEU Ecosystem Management stream of work and the broader UNEP activities related to food security and sustainable land-use.

  • In collaboration with the UNEP Global Environment Facility (GEF) team, promote, coordinate and support the development of new GEF projects that are complementary to the responsibility of the TEU in the UNEP Programme of Work, and facilitate and support the technical integration and alignment of the existing UNEP-GEF projects with TEU work.


2. Coordinate the development and implementation of the new FAO-UNEP partnership Memorandum Of Understanding (MoU) on Work Area 2: ‘ecosystem services and biodiversity in agriculture, forestry and fishery’:



  • Oversee the finalization and implementation of the FAO-UNEP Strategic Partnership Plan, in close coordination with UNEP and FAO technical teams

  • Keep abreast with technical innovations as well as politically and internationally sensitive issues for joint UNEP-FAO strategic interventions, and prepare briefing notes for the Director and/or the Chief, Terrestrial Ecosystems Unit.

  • Coordinate and oversee the organization of meetings, conferences, etc. in the framework of the above FAO-UNEP partnership, including internal UNEP coordination, regular liaison with FAO, preparation of documents and presentations, reporting on results, and communication and outreach activities.

  • Prepare briefing notes on the status of implementation of the partnership, and prepare fact sheets on TEU activities.

  • Facilitate the coordination of the FAO-UNEP partnership activities within UNEP, and contribute to the integration of relevant partnership results into the work of other UNEP Units and Divisions, and vice versa.

  • Draft and coordinate UNEP inputs to the work of the FAO-UNEP partnership, and coordinate appropriate representation of UNEP at the partnership technical meetings.

  • Draft, edit and secure clearances for key documents and missions reports.

  • Establish and maintain contacts and generate good will with current and potential partners, fund managers and non-traditional sources of funds. Translate opportunities into concrete partnership activities, outputs and goals at the project and thematic levels.

  • Select, recruit and supervise project consultants, and contribute to the development and oversight of UNEP legal instruments for projects and FAO-UNEP partnership implementation.

  • Perform other related duties as required.

Education


Advanced university degree (Master’s or equivalent) in natural resources management, agricultural science, forestry, environment, economics or other relevant topic. A first university degree with a combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience


At least 7 years of relevant and progressively responsible experience in management of terrestrial ecosystem related programmes and/or projects including at least three (3) years working at the international level and working with developing countries will be required. Basic knowledge of relevant institutional mandates, policies, guidelines of terrestrial ecosystem’s related issue’s globally will be required.


Languages


English and French are the working languages of the United Nations Secretariat. For the post


advertised, fluency in oral and written English is required. Working knowledge of other UN official languages is desirable.


Assessment Method


Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
