Organizational Setting and Reporting
This position is located in United Nations Support Office for AMISOM (UNSOA), based in Nairobi. The incumbent reports to the Telecommunication Officer.
Responsibilities
Within limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties:
- Leads projects involved with feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems
- Develops detailed system and functional specifications, along with user documentation for major systems
- Researches, analyzes and evaluates new technologies and makes recommendations for their deployment
- Participates in writing reports and papers on systems, system requirements, information strategy, information management and related subjects
- Handles all aspects of contract administration, to include: establishment of service level agreements with vendors and contractors, and, chargeback arrangements with clients/users
- Supervises and provides guidance to junior staff, consultants, contracted and other related personnel.
- Application Support & Systems Administration
- Provides specialized advice to users, and analyzes user requirements to be used for the development of new applications
- Maintains, upgrades and enhances operational systems; troubleshoots and provides ongoing user support, resolves difficult problems, advises on the use of new techniques, and monitors transactions to measure performance and continued effectiveness of systems
- Develops and maintains applications that require integration of interrelated systems; makes recommendations for these applications with regards to systems integration and interconnectivity requirements
- Ensures that appropriate data security and access controls are maintained for network based applications deployed over local and wide area networks
- Organizes and performs unit and integrated testing by designing and implementing test bases; assists clients/users in acceptance testing
- Develops training materials, operating and user manuals; trains staff on assigned systems
- Develops disaster recovery plans and ensures appropriate planning and training of the responsible technical support elements.
- Internetworking & Infrastructure
- Develops plans for major IT systems projects within the mission, monitoring the progress of the design, installation and commissioning of the various networks and systems
- Leads the team in the operation and maintenance of internetworking systems that includes routers and switches, operating systems platforms, database management systems, servers, workstations, and related equipment
- Devises and administers disaster recovery plans; provides training for support staff to implement these plans to ensure optimal readiness
- Responsible for the proper implementation of backup and recovery procedures
- Maintains a regular review of the network resources access control, data security, and server and data stores security systems
- Ensures all information security systems are properly configured and maintained
- Oversees the user access control for network resources and overall network security

Education
- High School diploma or equivalent.

- Certifications in relevant areas of Information Systems and Technology and/or Telecommunications is desirable.
- ITIL Foundation Certificate is desirable, Expert level is highly desirable
Work Experience
- At least ten (10) years of progressively responsible experience in Information Systems and Technology, Telecommunications, or related area.
- Experience in Information Systems and Technology within the United Nations system in support of peacekeeping operations is desirable.
- Experience in iNeed and Umoja is highly desirable
Languages
- French and English are the working languages of the UN Secretariat.
- For this job opening, fluency in English (both oral and written) is required;
- knowledge of another UN official language is an advantage.
