Job Description The Institutional Capacity Building to the Transport/ Road Sector in Kenya project is part of thecooperation between the EU and the Government of Kenya (GoK) under the 10th EDF CountryStrategy Paper and National Indicative Programme. The overall objective of the three-yearproject is to enable the transport infrastructure sector to contribute to improved conditions fornational and regional economic growth and equitable poverty reduction.


The STE is expected to review and critique the quality and effectiveness of programmemanagement particularly management of the cl 14 (or equivalent programme). This willinfluence how other issues are managed such as construction supervision generally, siteinstructions, records and measurement, quality control, quality assurance, road works safety,compliance with environmental regulations; and financial management including the handlingand impact of variations, claims management and negotiation.


The main tasks are:


Review the current practices of contract management in the three Road Authoritiespost-contract award and recommend improvements


Describe the procedures post-contract award such as:



  • Construction supervision

  • Training of Contractors

  • Competitive conditions and impact on performance

  • Quality assurance, control and instructions

  • Financial management including the timing of contractors cash flow (advancepayments and delays in invoicing or processing of payments)

  • Variations, claims management and negotiations

  • Production, approval and management of the contractual programme

  • Management of progress and progress reporting Find out gaps in these processes compared to international best practices Review current forms of contract, guidelines and manuals being used in RA’s toimplement works, and make recommendations for possible standardisation andharmonisation. Make recommendations on how best to improve contract management carry out a training needs assessment (TNA) to improve the skills of people involvedwith contract management Arrange a workshop for the Working Group and relevant subcommittees whereappropriate, to present findings and recommendations on improvements with referenceto human and structural capital


Candidate Specification The Road Contract Specialist will have the following profile:


• University Degree in a relevant discipline, Civil Engineering preferred.


• At least 15 years professional experience and at least 10 years’ experience in relevantfields in similar projects


• Excellent communication and writing skills in English


• Experience in the contract management of roads contracts
