This position is funded for an initial period of one year and may be subject to extension. Appointment against this post is on a local basis. Organizational Setting and Reporting


The United Nations Human Settlements Program, UN-HABITAT, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located in the Information and Communication Technology Unit (ICT), Office of Management, UNHABITAT, Nairobi duty Station.


Responsibilities


Under the direct supervision of Head of ICT the incumbent will be responsible for the following duties



  1. Information Technology Management functions:- Support and assist the system accountant in the development and management of the various IT initiatives and the Enterprise Resource Planning Systems (ERP) (Umoja) Implementation using Systems, Applications, Products (SAP); Coordinate the Integration of Projects Accrual and Accountability System (PAAS) with the new ERP SAP system; Develop, enhance and maintain financial and budgetary monitoring systems and procedures; Assist in the identification of UN-Habitat user’s IT application systems needs and convert the needs into functional and technical specifications; Serve as technical lead in project dealing with the planning, specification, design, development, implementation and maintenance of web based computer applications systems; liaise with users to define and specify requirements; build, test and modify prototype computer application system; perform installation and maintenance of computer application system in user offices; Manage application development projects’ milestone, deliverables and timelines; Develop system using Microsoft.Net and SQL Server; Assist in the organization and conduct training courses and workshops on the usage of IT application systems; Provide support for the existing application systems development matters, databases, server applications and operating systems including security and data backup and recovery; perform complex trouble shooting, monitor and manage database space allocation to avoid space constraints; documentation of database configuration and specification; Provide guidance to new/junior staff; plans day to day work and supervises other staff as required; Keep abreast of development in IT and business; conducts research on new technologies; performs benchmarking and proposes new acquisition; assist in the implementation of new technologies

  2. Reporting Functions:-.Coordinate the data extraction and cleaning from UMOJA/IMIS; Liaise with UMOJA team to integrate then system with PAAS systems and have reports customized; Produce quarterly reports and also reviews other reports from different sources and compiles them for distribution; Automate the Production of different management, project and financial reports.

  3. IMIS and resource monitoring functions: Maintain a database relate to all UN Habitat Foundation and Technical Cooperation Trust Funds contributions, grants and memoranda of agreements, and reporting requirements; Assist in project cycle support functions.

  4. Perform other duties as may be assigned.


Competencies


Professionalism: Knowledge of Relational Database systems, SQL, and relevant programming languages and the ability to use these programming skills to develop information systems. Knowledge of system development workflow and document flow processes, ability to conduct research and gather information from a wide variety of standard and non-standard sources.


Client Orientation: Attention to organizational needs and user requirements to ensure that finished systems are user, not technology, driven.

Education


Completion of secondary education or equivalent is required. Supplementary training in Management of Information or Information Technology is desirable.


Work Experience


A minimum of 10 years work experience in solid knowledge of Web application development preferably in net and MS SharePoint, Development in SQL and Relational Databases, MS SQL and MS SharePoint Administration and Maintenance. Experience with other web-related development technologies and application maintenance is considered an advantage. Knowledge and experience in Enterprise Resource Planning Systems (ERP) in general and SAP in particular are highly desirable.


Languages


English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Working knowledge of other UN official languages is an asset.


Assessment Method


Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
