RTI is recruiting a Deputy Chief of Party (DCOP) Programs for a four-year education project in Kenya. The USAID-funded Kenya TusomeEarly Grade Reading project is a basic education initiative to improve the reading skills of approximately 5.4 million Kenyan children.
Duties and Responsibilities
The DCOP Programs will oversee, supervise and guide the technical aspects of this large, national project. S/he will support the Chief of Party in leading project implementation and coordinating State level project activities.
Essential Job Functions
- As a member of the Senior Management Team, work closely with the DCOP Operations and serve as the acting COP as required.
- Oversee and provide guidance and support to Nairobi and field-based technical staff to implement program components, including support for early grade reading instruction, teacher training, and youth and partnership funds management.
- Work closely with DCOP Operations and Senior Management Team.
- Oversee adherence to management policies and procedures for quality assurance of communications and reporting, information outreach and dissemination to stakeholders via project website, reports, training products & materials, and other outputs.
- Quality assurance by using the Work Plan and PMP to track overall progress and results against each of the Intermediate Results.
- Serve as RTI’s alternate liaison to USAID, government counterparts, local organizations, and program partners when COP is unavailable. Ensures a high level of communication and close working relationships with USAID.
- Provide strategic leadership, technical and managerial direction for the successful implementation of the project.
- Maintain and strengthen cooperative relationships with key stakeholders.
- Ensure the timely and quality completion of all program technical and financial deliverables and reports in accordance with USAID guidelines.
Qualifications
- Master‘s degree plus (12) twelve years of professional engagement in the education sector and proven management and implementation experience.
- Prior experience managing large-scale projects of US $20 million or more with geographically dispersed teams is preferable.
- Prior experience and familiarity with donor project management policies, procedures and reporting requirements a must, particularly USAID.
- Excellent interpersonal, communication, organizational, financial management and team work skills required, along with fluency in English.
