Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental law and policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The UN-REDD Programme is the United Nations collaborative initiative on Reducing Emissions from Deforestation and forest Degradation (REDD+) in developing countries. The post is located in the Terrestrial Ecosystems Unit (TEU) of UNEP/DEPI in the Nairobi duty station.
Responsibilities
Under the supervision of the Senior Programme Officer for Forests and Climate Change, Terrestrial Ecosystems Unit and in close collaboration with the Regional Technical Advisors on REDD+ in UNEP’s Regional Offices, the incumbent will perform the following: Programme Planning and Coordination
- Coordinate on a daily basis with other UNEP Divisions, and with the UN-REDD Secretariat and the other UN-REDD agencies (FAO and UNDP) on programme activities in the regions.
- Establish and maintain cooperation and linkage with the Regional Technical Advisors on REDD+ in UNEP’s Regional Offices for Africa (ROA), Asia-Pacific (ROAP) and Latin America and the Caribbean (ROLAC).
- Represent UNEP on UN-REDD coordination calls/meetings related to national-level implementation and regional activities, and represent UNEP on regional and national meetings with UN-REDD partner countries and other stakeholders.
Policy Analysis
- Provide expert advice on programmatic and policy issues related to REDD+ readiness and implementation.
- Analyse the potential for synergies in partner countries through the ‘Delivering as One UN’ approach of the UN-REDD Programme.
- Initiate conceptual frameworks, tools and policy options to support REDD+ readiness and implementation.
Programme / Project Development and Programme Implementation
- Gather information from stakeholders (e.g., partner countries, UN agencies, civil society), and analyse their need for integration into the UN-REDD Programme.
- Collaborate with colleagues and government officials to identify implementation options for the UN-REDD Programme in partner countries.
- Initiate and coordinate the development of new and revised project design, formulation, review, and approval methodologies.
- Review and analyse project proposals for suitability with programme objectives and technical priorities.
- Review and provide quality control for the bi-annual reporting from partner countries to the Multi-Partner Trust Fund and UN-REDD Policy Board.
- Perform any other tasks assigned.

Education
- Advanced university degree in environmental studies, natural resource management, economics, related discipline, or the equivalent combination of education and experience in a relevant field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven (7) years of progressive work experience in programme management, natural resource management, forestry, agriculture and economics is required, of which at least three (3) years are at the international level.
- Experience of working in the United Nations systems is an advantage.
Languages
- English and French are the working languages of the United Nations Secretariat.
- For this post, fluency in written and oral English is required.
- Working knowledge of other UN official languages is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
