Purpose of the Position


Under the general guidance of the Deputy Representative, the incumbent is responsible for the planning, management, implementation and evaluation of the Health Programme within the Government of Kenya/ UNICEF Programme of Collaboration, guided by UNICEF Strategic priorities 2014-2017, Regional Priorities and global Health strategies.


Key Expected Results



  1. Lead effectively programme, sectoral or inter-sectoral planning, development and management by supervising, coordinating, or supporting the timely completion of the Situational Analysis and its periodic update through accurate and complete monitoring and analysis and the timely preparation or finalization of sectoral input. Lead and ensure participation of others to contribute effectively in the UNDAF/ DaO and CPAP processes. Set the priorities for the Health Programme, including emergency response and its periodic update. Formulate sectoral programme goals and objectives and develop strategies to support the implementation of the National Health Sector Strategic Plan, in line with HRBAP. Prepare health programme Rolling Work Plans in collaboration with other UN agencies, Risk Management Plan, IMEP etc. She/he is expected to have knowledge and preferably hands on experience in the implementation and operationalization of SWAPs in the Health Sector as well as delivering health in decentralised governance system.

  2. Provide leadership, guidance and direction for health programme management and evaluation of the programme and deliver results for children through periodic meetings, (individually and in groups) with the various health team members. Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services to achieve health related MDGs as well as capacity building, empowerment and achieve programme results as per RWP (outcome and outputs).

  3. Interact with Government both at central and local levels, other partners such as NGO’s, UN and bilateral agencies in the different stages of programme implementation, to follow up on implementation of recommendations and agreements. Work very closely with government at county level, with communities and CBOs. Provide technical support, orientation and guidance to government officials, and partners in policy formulation and the implementation of Health SWAPs as well as the appropriate technical and institutional capacity measures to achieve health sector goals.

  4. As part of Senior Management team, ensure the integration of the health programme with other sectors in all stages of the programming process.

  5. Responsible for the overall health outcome development and establishment of health section work plan, monitoring compliance, and providing support and guidance to ensure objectives are met. This entails identification of internal human resources requirements, training and performance planning and monitoring as well as capacity development of partners for programme delivery, monitoring and reporting (HACT).

  6. In coordination and collaboration with other professional colleagues, develop and establish effective information and reporting systems to monitor and evaluate impact of health programme and achievement of targeted goals. Ensure development of effective programme communication and advocacy materials and strategies to ensure their effective and efficient delivery.

  7. Conduct field assessment visits for evaluation health programme effectiveness, identifying problems and instituting remedial measures.

  8. Monitor developments at the international, regional and national levels; develop methodologies and new approaches for improving health programme effectiveness. Participate in programme workshops and consultations at regional and country levels to receive and exchange knowledge, ideas and approaches.

  9. Monitor the overall planning and disbursement of health programme funds, ensuring they are properly administered, liquidated, and utilized in accordance with the Plan of Action and Programme Budget Allotment. Ensure that implementing partners are fully trained in implementing HACT

  10. Ensure timely preparation and submission of progress/status reports required for management, UNICEF Board, budget reviews, programme analysis and assessment, annual reports etc.


Qualifications of Successful Candidate



  • Advanced university degree in one of the disciplines relevant to the following areas: Medicine, Public Health, Pediatrics Health, Health Research, International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Epidemiology, Health Education, or a field relevant to international development assistance in Health.

  • Eight years of relevant work experience in facilitating technical support in health related emergency and humanitarian preparedness.

  • Field work experience an asset.

  • Experience in programme/project management, and UNICEF policies and strategy to address conflicts, natural disasters, and recovery.

  • Experience working in the UN or other international development organization an asset.

  • Background/familiarity with Emergency and gender mainstreaming.

  • Sound experience in results based management of health related interventions and community based interventions and working with communities themselves.

  • Current knowledge of the latest development and technology in the field. Good knowledge and understanding preferably hands on experience in the implementation of Health SWAPs and sector reform process.

  • Proven ability to conceptualise, develop, plan and manage programme, as well as the impart knowledge and teach skills. Leadership and teamwork skills is highly desirable.

  • Fluency in English and another UN language, preferably French. Knowledge of the local working language (Kiswahili) of the duty station would be an asset.
