Background:


Economic assets rarely reach girls directly. Whilst data on girls’ asset ownership is scarce, women are estimated to own less than 10% of the world’s property, and there are an estimated 250 million adolescent girls living in poverty globally. We know that assets are the building blocks of economic and social progress, leading to better outcomes for girls, their families, their communities and future generations, but there is limited evidence about which assets achieve the greatest impact, at what ages and in what combinations (e.g. with education, skills and social networks) in any given context.


SPRING http://ift.tt/1shtVjf is a five year programme funded by the Department for International Development (DFID), Nike Foundation and U.S. Agency for International Development (USAID) that aims to stimulate innovation and investment in new and adapted products and delivery mechanisms for girls across up to 8 countries. To achieve this, the initiative will support the development of sustainable and scalable business models for products contributing to girls’ economic empowerment – and reaching them directly. GRM International manages the programme on behalf of DFID, Nike and USAID.


SPRING has the potential to sustainably and significantly improve the livelihoods of up to 50 million girls through access to assets by 2030. It is expected that the programme will deliver the following results by 2019:



  • Delivery of grantee’s products that enhance the economic outcomes of up to 200,000 girls.

  • Improved grantee business performance e.g. increased sales and external investment

  • An enhanced strategic evidence base to inform future girl programming and attract donor, government and private sector investment

Outline of Position


The Communications Manager is responsible for holistically and consistently articulating the mission and vision of SPRING. The Communications Manager will establish and guide the strategy for all communications, social media, collateral, website and public relations messages related to the programme. For the purposes of strategic planning, coordination and content approval, the Communications Manager will also be responsible for maintaining consistent and formalised lines of communication with the clients and consortium partners.


A key part of this role will be to translate various formal inputs from the consortium into a series of compelling messages, and then disseminating those messages through a variety of channels designed to reach the programme’s broad and diverse audience. The Communications Manager is responsible for ensuring quality communications to international standards, which will require the ability to be innovative and strategic in approach, and detailed in execution.


Location: This is a full time position based in Nairobi-Kenya with occasional travel to the field as well as Uganda and Rwanda.


Key Responsibilities, Duties and Tasks


Overall development and management of the programme’s global and regional communications strategy and liaison with key stakeholders to ensure effective delivery of strategy across diverse audiences and countries

Reporting Arrangements


This position reports to the Team Leader. However she/he will be required to work closely with all programme teams (particularly the Country Managers and Knowledge Management, Monitoring and Learning Specialist) in identifying and monitoring programme activities and success stories. She/he will work closely with the management of the programme ensuring continuous review and implementation of the programme’s communications strategy. Close liaison with donors is also required to ensure communication materials, branding and overall strategy is aligned with donor specifications and standards.

Duties and Responsibilities


Under the direct supervision of the SCOPE Service Support Manager, the Senior IT Assistants (Service Desk Analyst) will be responsible for the following tasks:



  • Work in a shift as per the roster (The service operates on a 24/7/365 basis. Shift duty is mandatory including nights and weekend shifts;

  • Manage the resolution of problems, design knowledgebase, workaround and presentation on the known errors;

  • Monitor the implementation of policies, procedures and standards of SCOPE and make the necessary corrections where necessary; participate in change advisory board;

  • Identify commonly recurring requests for assistance and provide advice on how these can be prevented or minimised, through training, user awareness, changes in configuration e.t.c;

  • Troubleshoot the issues by remote connection to user’s machine under different environments. To troubleshoot, interpret problems and provide technical support for hardware, software, and systems. To analyse problems by using manual or automated diagnostic programs, and resolve recurring technical difficulties;

  • Carry-out Configuration Management to track Configuration Items (CIs) and the dependencies between them, such as but not limited to SCOPE computers, software tools and utilities, POS terminals, and other SCOPE devices. Communicate with clients and follow-up on all open and pending tickets. Log issues and escalate tickets to various technical groups where necessary;

  • Maintain a very high level of FCR (First Contact Resolution Rate). To regularly develop troubleshooting flowcharts, utilization and contribution to knowledge management resources to achieve faster resolution and higher FCR;

Qualifications and Experience


Education

Purpose of the Position


Within the framework of the UNICEF Strategic Plan 2014-2017 and in line with the Eastern and Southern Africa (ESA) Managing for Results initiative, the Eastern and Southern Africa Regional Management Team has identified five programmatic priorities to focus cross-country action and learning, and to reinforce joint accountability:



  • Enabling children to survive and thrive.

  • Reducing stunting to provide opportunities for children to realize their full potential.

  • Improving education quality and learning outcomes to prepare children for the future.

  • Achieving results for adolescents (R4A) that help them manage risks and realize their full potential.

  • Scaling up social protection interventions to reduce child poverty and other vulnerabilities that impede the full realization of child rights.


Demand creation, community participation, positive adoption of behaviours for service uptake and addressing social norms are key elements for the success of every programme. Therefore, Communication for Development (C4D) has been recognized as one of the key strategies for achieving results for programmatic areas.


UNICEF is the lead technical agency in all countries to provide technical support for all areas of C4D work related to children and adolescents. However, it has been identified that two of the Regional Priorities – Improving education quality and learning outcomes to prepare children for the future and Achieving results for adolescents (R4A) that help them manage risks and realize their full potential – requires particular attention in the area of C4D. In order to address this, there is a need for additional human resource capacity to support the countries in the region to effectively manage the C4D portfolio in their respective countries.


The purpose of this temporary position is to provide technical assistance to country offices and to strengthen the capacity in the C4D section in the Eastern and Southern Africa Regional Office so that countries can receive adequate support to manage the C4D programmes, particularly in the area of education and child protection.


Major duties and responsibilities


Under the supervision and guidance of the Senior C4D Adviser, and in close collaboration with the Child Protection and Education teams, the incumbent will provide technical assistance to country offices in C4D generally, but with particular focus on education and child protection, and enhance support of the development of an evidence-based and theory driven C4D agenda for Child Protection and Education. The incumbent will therefore support countries to develop evidence based C4D strategies, provide capacity building of UNICEF staff and partners on C4D and monitor the implementation and outcome of C4D interventions. These activities have been reflected in the Regional Office work-plan of the C4D section.


Key Expected Results


1. Regional review and analysis of global evidence based strategies on C4D and Child Protection and Education undertaken and findings disseminated.



  • Undertake an analysis of the global evidence on C4D and Child Protection and disseminate the findings.

  • Provide support to research and studies in selected countries to understand practices, social norms, knowledge, attitude and perceptions towards education and child protection.

  • Facilitate documentation of key lessons learnt and C4D good practices on or relevant to Education and Child Protection and support the dissemination these findings in the region and at global level.

  • Support the development of a C4D and Child Protection theory of change model for prevention and response to VAC and Child Marriage.

  • Review and enhance C4D plans for Civil Registration and Vital Statistics (CRVS) and support activities’ implementation and, closely with the Child Protection team, identify and disseminate best practices on C4D and birth registration programmes in ESAR.

  • Engage on the C4D and Education global project to review evidence and disseminate findings on C4D and Education and prepare programme briefs on how to apply successful evidence-based C4D strategies to increase demand for school enrolment; inclusive education and quality education services.


2. Oversight of implementation of C4D interventions on education and child protection



  • Monitor regularly the implementation of key C4D interventions in countries and provide feedback to countries and the regional office teams.

  • Ensure the quality, consistency and appropriateness of communication materials that are developed, produced, and disseminated to local communities, government officials, other partners and the press.

  • Provide recommendations on operational strategies in the areas of participatory communication, social mobilization and behaviour change and on appropriate materials and media to reach target audiences.

  • Provide technical support on the review/development of C4D strategies for girls’ education and support an operational research to learn and document the work on demand creation for girl’s education in at least 1 country.

  • Support countries to develop terms of reference, research tools and protocols for establishing evidence for C4D through KAP, formative research and other studies.

  • Provide guidance to countries to develop C4D strategies and frameworks for education and child protection in priority countries.


3. Capacity building support



  • Review existing global C4D manuals and training guidelines on education and child protection and adapt it for ESAR.

  • Develop training materials and activities to build capacity in participatory and behaviour change communication for personnel who are involved in the planning, implementation and evaluation of programme communication intervention, in support of programme sustainability.

  • Facilitate and/or conduct training on broad C4D issues, but with a particular focus on Education and Child Protection

  • Orient Education officers on evidence-based and effective C4D strategies for the Education sector.


4. Monitoring and evaluation



  • Monitor and provide support for evaluation of programme activities on the basis of applied communication research and frequent visits to country offices project sites.

  • Analyze and evaluate data to ensure compliance and achievement of objectives and recommend corrective action, when necessary, to meet programme/project objectives.

  • Prepare monitoring and evaluation reports in accordance with the established guidelines, methods and procedures.

  • Disseminate communication research findings, ensures exchanges and sharing of experience, lessons learned, best practices, and new methods to government officials, programme staff, and other UNICEF partners.


Qualifications of Successful Candidate



  • Advanced university degree in behavioural and/or social sciences (anthropology, sociology, psychology, social development, etc.)/ Communication for development

  • Understanding of – or training in – current developments in the field of communication for development theory and research, participatory processes, media; as also strategic communication planning, behaviour analysis, formative research and evaluation

  • Minimum 8 years of solid work experience in C4D, 4-6 years in developing country contexts.

  • Experience in inter-disciplinary approaches in strategic communication and application of C4D strategies, tools and resources to address behavior and social change dimensions especially in crises.

  • Proven experience in application of C4D strategies, tools and resources to address behavior and social change dimensions of emergencies.

  • Experience of working on Education and Child Protection sector would be an asset

  • Fluency in English and another UN language.

Under the supervision of the Chief Health, incumbent is responsible for spearheading UNICEFs leading role in maternal newborn health and elimination of mother to child transmission of HIV partnerships. Key Expected Results



  1. Support the national MOH to improve leadership and governance for MNH and eMTCT by working with the national MOH leadership in Nairobi to improve the development of policies and guidelines for MNH and eMTCT through direct engagement and active participation in the MNH, Prevention of Mother-to-Child Transmission (PMTCT) and Pediatric HIV TWGs

The results of this work will benefit country offices that are currently developing a systems approach to HIV-Sensitive social protection- with a specific, but not exclusive focus- on Malawi, Mozambique, Zambia and Zimbabwe. It would contribute to strengthen the capacity of country offices in this process, while generating strategic lessons to be shared with other UNICEF country offices (in ESA and beyond).


Key Expected Results


1. Technical support



  • Provide and/or facilitate technical support and assistance to UNICEF country offices and key partners in the region for the operationalization of a systems approach to social protection, with a specific focus on strengthening linkages between social assistance (cash transfers) and HIV prevention, treatment and care and support.

  • Review of existence (impact and operational evidence) on strengthening linkages between social protection and HIV outcomes to develop regional guidance on HIV sensitive design and implementation


2. Capacity building



  • Provide and/or facilitate support to country offices (and their Government counterparts) for capacity building in the operationalization of a systems approach to social protection, sharing existing and emerging evidence on SP and HIV prevention and treatment, sharing information on new global and regional policies and frameworks on SP systems,

  • Coordination and facilitation of a south-south cooperation technical stocktaking workshop to share experiences and lessons learned.


3. Strategic Partnerships and networking



  • In close consultation with other members of the HIV/AIDS Child Protection, Health, regional and HQ teams, support and contribute to networking and co-ordination with strategic partnerships around HIV-sensitive social protection including Inter-Agency Task Team on Social Protection, Care and Support (IATT), Regional Inter-Agency Task Team on Children and AIDS (RIATT-ESA) and RATESA Working Group on HIV-Sensitive Social Protection to enhance cooperation for strengthening HIV-social protection systems for scaled up effective programme responses to children and families affected by HIV and AIDS.


4. Monitoring and Evaluation



  • In coordination with Social Policy, HIV/AIDS and Programme Planning, Monitoring and Evaluation regional teams, support the preparation of donor reports, specifically linked with the HIV-Sensitive Social protection contribution from the Government of Netherlands, summarizing inputs from country offices, HQ and ESARO activities. Support quality evaluations of programme interventions on HIV-Sensitive Social protection, in the context of the Transfer Project initiative, with a specific focus on adolescent well-being, care and HIV outcomes.


5. Regional Office Management



  • Support preparation of regional reports, regional analyses, and regional office work planning exercises and contribute to inter-sectoral coordination and collaboration with other regional office sections, specifically Health, HIV/AIDS, and Child Protection.


Qualifications of Successful Candidate



  • Advanced university degree, preferably in social policy, economics, international relations, public health, or other relevant field (A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree)

  • Eight years of relevant work experience at national and international levels in social protection, with experience in HIV/AIDS programming at global, regional or country levels.

  • Fluency in English and another UN language

Key Responsibilities:




  • Coordinating the Executive Directors’ diary and work schedules by planning and organizing meetings, conferences, teleconferences, and travel.

  • Conserves executive’s time by reading, researching, and routing correspondence; drafting letters and documents; collecting and analyzing information; initiating telecommunications

  • Handling telephone enquiries, dealing with or referring to other staff matters not needing the Executive Directors’ attention and acting as the public face/first point of contact for the Executive Director.

  • Updates and maintains the Executive Directors office filing system and various databases, computer files and directories, and keeps a log of important documentations where possible.


Knowledge and Experience Required:



Experience/Skills:


  • University degree in Business Administration or related field.

  • Must have at least 4 years’ experience of being a Personal Assistant at Director level or equivalent positions, undertaking full range of duties commensurate with the role including extensive diary and email management and travel arrangements.

  • Experience of providing administrative support, including minute taking, for Board and sub-committees

  • An organized and methodical approach and the ability to juggle competing priorities, both in terms of forward planning and reactive work in relation to unplanned occurrences.

  • Excellent communication skills with the ability to create a positive impression of the organization in person, writing or by telephone.
